Is the applicant who he says he is on the Application Form? The checking of application detail against existing databases, birth certificates etc is most important and cannot be ignored. In most countries there are existing ID programmes and databases (including fingerprints) that simplify this, however, where this is not the case, actually proving an applicant's identity to be real can be difficult.
